With a scientific background in social sciences and humanities and European studies, Dr. Elena Hoffert, held positions in research management and European relations at the University of Tübingen and the CNRS before joining the French Ministry of Higher Education, Research, and Space. She has contributed to the development of the research infrastructures landscape in France, tackling their various problematics concerning scientific strategy, financial aspects, sustainability and socio-economic impact, in particular while coordinating the update of French national roadmap on research infrastructures in 2016, 2018 and 2021.

Currently she coordinates national contributions to the ESFRI roadmap, represents France in the Horizon Europe program committee for research infrastructures, leads the national network of NCPs in this field and follows up the development of national strategy on technology infrastructures. Vice-Chair of ESFRI, she also serves in several expert groups and represents France in international bodies such as the GSO/G7 and the GSF/OECD.
